JAKARTA: State electricity company PT (Persero) will build three steam gas power plants (PLTGU) new in Java with a capacity amounting to 1500 MW. Director of Planning and Technology Sebayang PLN Nasri said the three new PLTGU is needed to strengthen the Java-Bali system. The investment value is estimated to reach U.S. $ 6.9 billion.
"In RUPTL [General Plan for Electricity Supply] PLN until 2020, did we plan to build new PLTGU-PLTGU. There are approximately three locations in Java," he said.
Nasri said PLN has not determined the location of the third development PLTGU with a total capacity of 4500 MW. But one consideration is the location can be at once close to the source gas. The gas requirement for the third PLTGU was estimated at 750 mmscfd. PLTGU third is scheduled to begin construction in 2014 and could be onstream in 2017-2018.
"We'll see. For example, [block] Cepu, if the gas can from there of course we hold to it too," he said.
In addition, PLN is currently holding the tender to build two units PLTGU in Kalimantan, namely 2x50MW in Bontang (East Kalimantan) and 1x50MW in Tanjung Batu (East Kalimantan).
Associated with gas supply, for which the source of the Bontang Bontang in Tanjung Batu and who still looked for gas. While construction could end this year and early 2013 was able to get electricity.
According to Nasri, by operating PLTGU, PLN could save on fuel costs by more than 3 times compared to operation using the fuel. According to him, the cost of purchasing fuel for power is the equivalent of U.S. $ 26 per mmbtu of gas while U.S. $ 7 per mmbtu.
Meanwhile, offers of cooperation related to Korea Electric Power Corporation (KEPCO) to develop CNG and gas supply for power Bojonegara, Banten, Nasri said PLN has not been able to further discuss the project's continuation. The reason is, if there is additional potential for gas, PLN will be allocated to existing plants first.
"You see, if you want to develop the gas terminal, of all people can develop. But the principle that the gas must be provided prior to the existing plant," he said.
So, if there is any development program, both LNG and CNG, should be paramount for existing plants is not enough gas. After that is met, the new PLN can talk about the development of others.
In the Indonesia-Korea Energy Forum some time ago, General Manager Kim Young Saeng KEPCO said it plans to develop small and medium gas fields in Indonesia, developed the technology to transport CNG CNG.
In addition, KEPCO will supply gas to power plants and factory Bojonegara Ammonia (Ammonia Production Plant) in the area of Banten and West Java worth more than U.S. $ 2 billion.
For the development of power plants Bojonegara, Banten, with a capacity of 750 MW based CNG, this year's feasibility study has been completed so the project is targeted to begin construction in 2012 and completed in 2015. The power plant is located approximately 120km from Bojonegara West Jakarta.
In 2003-2007, a joint study between KEPCO and PLN was delayed due to lack of supply of LNG. Today, LNG is replaced with the development of CNG. (*)
