JAKARTA - PT PLN (Persero) has to finalize the tender for power plant project in Central Java 2x1.000 MW capacity. Winner project amount Rp 30 trillion will be announced in June 2011.
PLN president director said Dahlan Iskan, Central Java bidding process from the power plant takes a long time. Though the tender has been started since last February. This causes the process of submitting the tender offer documents delayed several months.
Dahlan Iskan in a press release on Thursday (28/04/2011) says that the delay in re-schedule the Bid Date (delivery of documents) will be able to result in a decreased level of electricity supply security in the System Java-Madura-Bali in 2016 later. Thus, PLN is committed to not delay Bid Date, which is fixed on April 29, 2011.
Central Java Power Plant Project is a project of great importance to the electricity and also to meet the electricity needs of the homeland.
In addition to its significant capacity and is the largest power plant project in Indonesia to date, also because the technology used is Supercritical / Ultra-Supercritical, which has a high efficiency and better carbon emissions from coal plants currently owned by PLN.
This project is also important for Indonesia because it is the first PPP project as a whole procured under regulation No. 13/2010.
Central Java Power Plant Project has a total capacity of 2 x 1000 MW with an estimated commercial operations (Commercial Operation Date / COD) in 2017. The investment value of this project is estimated at U.S. $ 3.2 billion, or around Rp 30 trillion.
The term power purchase contracts with PLN or Power Purchase Agreement (PPA) is 25 years with the scheme Build-Operate-Transfer (BOT). Given the value of such a large project involving foreign investors, the transaction will require government support in the form of assurance on the various risks associated with actions or non-governmental action.
Added Dahlan Procurement project is carried out through international auction, and a little different from other private power plant because there is a market consultation process is more intensive and supported by government guarantee through PT PII (Indonesia Infrastructure Guarantor ).(*)
