PLN Soon Signing of PPA with 18 IPPs

Verification BPKP Has Done

PT PLN (Persero) will immediately sign the amendment to the Power Purchase Agreement (PPA) with 18 Independent Power Producer (IPP) following the completion of verification by the Financial and Development Supervisory Agency (FDSA/BPKP) to the 18 IPPs are hampered.

"After PLN get approval from the Ministry of Energy, all changes in price or terms and conditions will be poured into the Amendment to PPA. We PLN and Developers are preparing these amendments," said Director of Business and Risk Management PLN Murtaqi Shamsuddin in a press release on Tuesday (27/7/2010).

He explains, pending approval from the Minister of Energy price changes, in parallel, PLN would also ask Attorney General's team of Jamdatun for legal review of all IPPs that have been passed verification BPKP. Thus, he continued, which is plagued IPP will also get a legal clarification of the solution.

"BPKP already completed the verification of the 18 IPP and PLN had submitted the names of the developers or investors to the Ministry of Energy and Mineral Resources. Furthermore, the Minister of Energy is expected to soon give approval for the changes in prices," he said.

According Murtaqi, 18 IPPs who otherwise qualify by BPKP will generate electricity of 1089 MW which are all located outside Java. It is estimated that the generators can operate commercially within the next two to three years, thus increasing electricity demand caused by economic growth can be met by PLN.

"In negotiating the settlement was hindered IPP financial consultant assisted PLN PT Bahana Securities and Ernst & Young," he explained.

Murtaqi explained, in the negotiations, the IPP price changes is based on the escalation of investment should the IPP was done, the increase in operational costs including raw material prices, and the specific conditions of each plant to be reckoned with. Price differences that arise can be logically and transparently accountable.

According to him, the calculation is based on the escalation of the price indices issued by the Central Bureau of Statistics (CBS/BPS), while differences due to the specific conditions of each plant is calculated based on the benchmark owned.

"We are optimistic that PLN will solve this problem hindered IPP before the end of August, as the government targeted," he added.
