JAKARTA: The government of Indonesia provides a loan facility for the local government and mining contractors that hold mining license (IUP) with a maximum amount of US$30 million to fund the exploration activity of geothermal and the acceleration of geothermal power plant project.
Finance Minister Agus D. W. Martowardojo explained that the government provides geothermal fund in order to reduce the risk in geothermal business as well as to support the development of geothermal power plant (PLTP).
The fiscal policy is stated in the Minister of Finance Regulation No.01/PMK.011/2012 on Management Procedures and Responsibility on Geothermal Funding Facility was published and has been effective on January 3.
According to Agus, geothermal facilities funds are earmarked for local governments to issue mining permit (IUP) and IUP holders or authorized contractors to utilize the geothermal resources.
The maximum value of loan for geothermal facilities that can be drawn by each receiving facility is US$30 million.
The goal, said Agus, to improve the adequacy of data from a preliminary survey in order to reduce exploration risk in order to utilize geothermal energy for electricity generation, and provide supporting data to draw up tender documents in order to supply the working area for the procurement of government projects PLTP cooperation with the private sector.
In addition, the facility to support the financing of exploration activities in order to accelerate geothermal power plant project development.
The Finance Minister Decree explained that the local government can utilize the facility in the form of provision of data / information on geothermal reserves, which is verified by a consultant with an international reputation. The cost of providing data / information also includes procurement and margin of 5%.
As for the contractor of IUP, facilities are provided in the form of loans for the implementation of the exploration activities in the acceleration of project development PLTP.
The loan uses BI Rate and it is valid since the signing of the agreement.
For the management of geothermal funds have been allocated in the State Budget and / or Revised State Budget, the Minister of Finance has commissioned the Government Investment Center (PIP). PIP in the management of these funds involves professional organization in the related field.(*)
