JAKARTA: The total investment needs for development in the Lapangan Abadi at Masela Block, Arafura Sea, estimated to reach U.S. $ 25 billion.
Division Head of Public Relations, Security and Formality BP Migas--Gde Pradnyana said that investment in the block is very expensive. Especially for the construction of Floating LNG plant was only able to cost up to U.S. $ 8 billion.
"From the PoD [Plan of Development] proposed, for Floating LNG is needed about U.S. $ 8 billion and total investment could be up to U.S. $ 25 billion, it has included drilling and operating costs. But it still figures PoD is rough and its accuracy is still very low," he said.
In December 2010, the Indonesian government approved the development of the Lapangan Abadi in several phases. Floating LNG plant will be built with a production capacity of 2.5 million tons per year and 8400 barrels of condensate per day for the first phase of development.
Currently, the winner of the contract the Front-End Engineering Design (FEED) for his plan Abadi field will be announced soon and is expected to FEED it can begin in semester I/2012 and gas could be onstream in 2016.
"We are currently pre-qualification, procurement process is still running. Now're looking FEED who will do it, only then to the execution of the FEED stage itself. After that, just Inpex [as the operator] would create a Financial Investment Decision [ FID], "explains Gde.
Once FEED done, he added, can only be known how much the total investment figure is actually needed through the FID. According Gde, investment in high Masela block as Floating LNG plant has never existed in this world.
Inpex Masela, a subsidiary of Inpex Corporation (Japanese company), on July 22 is known to have signed a transfer agreement of 30% participation right to Shell's Upstream Services Overseas (I) Limited, a subsidiary of Shell plc. But this deal still needs approval from the Indonesian government. Nevertheless, the opinion Gde reasonable if Inpex chose Shell because of Shell's experience in the field of Floating LNG. (*)
